Iloilo's cultural life happens in the open: music, dance, procession, theatre, ritual, food, hospitality. During festivals such as Dinagyang the streets themselves become the venue, with costume and rhythm and crowd turning the whole city into a stage. The brief was to give that culture a permanent civic home without taking it indoors.
The site sits in a tropical climate of heat, humidity, heavy rain, seasonal flooding and wind, on the edge between land and water. Those conditions are treated as design generators rather than constraints: roofs, thresholds, screens, courtyards and landscape are each asked to do environmental, social and symbolic work at once.
